The College intends:

  • to publish or otherwise make available as a matter of routine, information which is held by the College and falls within the classifications below
  • to specify the information which is held by the College and falls within the classifications below
  • to publish or otherwise make available as a matter of routine, information described in this scheme
  • to publish the methods by which information is routinely made available so that it can be easily identified and accessed by members of the public
  • to review and update on a regular basis the information the College makes available under this scheme
  • to produce a schedule of any fees charged for access to information which is made available
  • to make this publication scheme available to the public

The classes of information will not generally include:
  • information the disclosure of which is prevented by law, or exempt under the Freedom of Information Act, or is otherwise properly considered to be protected from disclosure
  • information in draft form
  • information that is no longer readily available as it is contained in files that have been placed in archive storage or is difficult to access for similar reasons

The College will indicate clearly to the public what information is covered by this scheme and how it can be obtained.

Where it is within the capability of the College, information will be provided on its website. Where it is impracticable to make information available on its website or when an individual does not wish to access the information by the website, the College will indicate how information can be obtained by other means and provide it by those means.

In exceptional circumstances some information may be available only by viewing in person. Where this manner is specified, contact details will be provided. An appointment to view the information will be arranged within a reasonable timescale.

Information will be provided in the language in which it is held or in such other language that is legally required. Where the College is legally required to translate any information, it will do so.

Obligations under disability and discrimination legislation and any other legislation to provide information in other forms and formats will be adhered to when providing information in accordance with this scheme.

Charges which may be made for information published under this scheme

The purpose of this scheme is to make the maximum amount of information readily available at minimum inconvenience and cost to the public. Charges made by the College for routinely published material will be justified and transparent and kept to a minimum.

Material which is published and accessed on the College’s website will be provided free of charge.

Charges may be made for information subject to a charging regime specified by Parliament.

Charges may be made for actual disbursements incurred such as:

  • photocopying
  • postage and packaging
  • the costs directly incurred as a result of viewing information

Charges may also be made for information provided under this scheme where they are legally authorised, they are in all the circumstances, including the general principles of the right of access to information held by public authorities, justified and are in accordance with a published schedule or schedules of fees which is readily available to the public.  

If a charge is to be made, confirmation of the payment due will be given before the information is provided. Payment may be requested prior to provision of the information. Further information is available at the end of this publication scheme.

Written requests

Information held by the College that is not published under this scheme can be requested by writing to the Freedom of Information Officer at St John’s College, Cambridge, CB2 1TP, or emailing the Freedom of Information Officer. Provision will be considered in accordance with the provisions of the Freedom of Information Act.

Complaints procedure

The College has a review procedure for dealing with complaints. To invoke this procedure you should write to the College’s Freedom of Information Officer stating your reasons for the request for a review. A College Officer, other than the person who has made the original decision and, therefore against whom the complaint has been made, will review the issue and make a decision.

How the institution is organised

The College is administered by the Master and the College Council under the ultimate authority of the Governing Body, comprising the Master and all the Fellows of the College in accordance with the Statutes of the College and with the Standing Orders, which are made by the College Council or, in a few cases, by the Governing Body. The College Council normally meets fortnightly during term time. The Governing Body normally meets termly. Rules relating to elections to the College Council and to meetings of the College Council and of the Governing Body may be found in the Statutes and Standing Orders of the College.

The principal officers of the College include the Master, the President, the Senior Bursar, the Senior Tutor, the Domestic Bursar, the Tutors and the Deans, who are subject to the duties specified in the Statutes and Standing Orders of the College. The educational work of the College is performed by Directors of Studies, Tutors, College Lecturers and Supervisors.

The College Council appoint various standing and ad hoc committees, whose membership and terms of reference are available upon request. The standing committees include the Audit Committee, as required by the Statutes.

The Governance and administration of St John’s College School is governed by the Articles of Association of St John’s College School, Cambridge, a company limited by guarantee with registered company number 13396877 (the ‘School’) and by the Relationship Agreement dated 10 September 2021 entered into between the College and the School. The School has its own website.

The College’s principal trading and dormant subsidiary undertakings and their activities are:

  • St John’s Enterprises Limited

The provision of conference facilities and tourism administration at the College.  

  • Aquila Investments Limited

Property development and farming.

  • St John’s Innovation Centre Limited

The management of St John’s Innovation Centre on behalf of the College, and the provision of advice and guidance to early stage knowledge-based businesses in the Cambridge sub-region.

  • Lomas Developments Limited

Property development.  

  • St John's College Development Limited

Dormant.

  • Aquivar Management Services Limited

Dormant.

  • SJCS International Limited

Leasing of intellectual property.

  • St John’s College School, Cambridge

Primary education.

  • Parlington LLP

Investment property management; a joint venture which the College has a 50% interest in.

Student activities

The principal student associations in the College are the Junior Combination Room (comprising both undergraduates and graduate students) and the Samuel Butler Room (comprising graduate students). The constitutions of those associations may be found in the Standing Orders.

The College also has a number of sports clubs and societies.

Funding / income

The funding of the College derives from College fees and charges to senior and junior members as in Schedule 1 to the Standing Orders, the College’s investment portfolio and other property, donations, and Gift Aid receipts from its wholly-owned companies. The income and expenditure of the College and the College’s investment policy and investment portfolio are described in further detail in the College Accounts.

Register of suppliers

The College has an approved list of suppliers and aims to obtain best value for money in various consortium purchasing arrangements. The details of those arrangements are not included in this publication scheme for reasons of commercial confidentiality. 

Procurement and tender procedures and reports

The College is not a public authority for the purpose of European Law relating to tendering requirements. Its normal practice in relation to capital works is to procure them through a tendering process.

Contracts

The College does not publish details of its commercial contracts.

Research funding

The College funds its own scheme of Research Fellowships. It also supports a number of senior and junior research studentships. The College has funding schemes to assist the research of its Fellows and students, which may be found in the Standing Orders.

Academic quality and standards

The academic assessment of students at the College is conducted through Tripos and other University examinations (for undergraduates) and through the Board of Graduate Studies of the University (for graduate students). Information may be found on the University’s website. Information about related College procedures can be found in the Standing Orders of the College and in the Student Handbook.

Government and regulatory reports

The College prepares an annual Public Benefit Report and other returns to the Charity Commission following its registration as a registered charity.

Freedom of Information Charges

When does an FOI request attract a fee?

Some information will be provided free of charge by St John’s College (the ‘College’) as indicated in the publication scheme, however a charge may be made for the provision of some of the information. Such fees will be kept under review.

Information included in the publication scheme will fall into one of the following categories:

Documents published in full on the College website

There will be no charge by the College for documents printed by users from its website. The user will be responsible for meeting any charges made by their Internet service provider and their own printing costs.

Requests for a paper copy or multiple printouts of information published on the website will attract a charge to cover the cost of printing/photocopying and postage. The exact cost will be advised at the time of your request and the charge will be payable in advance.

Requests for archived copies of documents which are no longer available on the web may attract a charge for the cost of retrieval, photocopying and postage. The exact cost will be advised at the time of your request and the charge will be payable in advance.

Information available on external websites

Some external website addresses have been included in the publication scheme to direct users to sources of information which, although not published by the College, have some relevance. The College makes no charge for access to documents published on external websites and cannot take responsibility for their content nor will we provide printouts from these sites.

Users without Internet access are advised to contact the institution concerned.

Hard copy leaflets or booklets such as College prospectuses and conference brochures

Single copies of publications that the College would normally provide to enquirers free of charge will be supplied without charge or costs for postage.

Requests for multiple copies will attract a charge for postage. The exact cost will be advised at the time of your request, and the charge will be payable in advance

Some of these publications are on the Internet and users with Internet access are encouraged to make use of these versions.

Information not available on the website

Some information included in the publication scheme has not been published in full on the website, typically because its format does not lend itself to electronic publication. A charge to cover the costs of the reproduction and postage of these items will be made. The exact cost will be advised at the time of your request and the charge will be payable in advance.
